This project involves improvements along Penman Road between the intersections of Beach Boulevard and Atlantic Boulevard. The Penman Road corridor is located within the 3 communities of Jacksonville Beach, Neptune Beach, and terminating within Atlantic Beach. This project includes multiple safety improvements converting several intersections to a roundabout configuration to allow traffic calming and mitigate high-crash locations. These improvements also include the installation of over 20 mid block crossings and a shared use path on the east side of Penman Road for school children and beach goers to utilize. These improvements will provide a safer environment for drivers, pedestrians, and bicyclists as an all-inclusive design.
This project has concluded an initial study phase that analyzed existing and future traffic demands and forecasting the effects of various intersection and median improvements. This study resulted in the proposed roundabouts, mid block crossings, and landscaped medians shown on the concept. After presenting these findings and concept to the city council, the project is now in progress of developing conceptual plans that will include roadway typical sections, plan view layouts, and initial design layouts of the proposed corridor improvements. After close and sustained coordination with COJ, the Public Works departments and elected officials of Jacksonville and Neptune Beaches and the general public, 30% design plans are currently being developed and next steps will be for approval to complete design work for final construction plans for the proposed improvements.
The complete streets study for Penman Road, spanning from Beach Boulevard to Atlantic Boulevard in Duval County, Florida, aims to enhance the corridor's usability for all modes of travel. The study focused on improving safety, reducing vehicle speeds, adding pedestrian crossings, and enhancing facilities for non-motorized users. Penman Road has an average 85th percentile speed of 40 mph, with passenger cars accounting for over 99% of the total traffic. Several options were evaluated, and the proposed modifications include implementing a raised median to reduce pedestrian crossing distances, establishing roundabouts to facilitate safe crossings and slow traffic, adding dedicated multiuse paths and sidewalks, and improving lighting along the corridor. The proposed changes are expected to significantly improve the safety and comfort of non-motorists on Penman Road.

Currently, the project is being coordinated with Neptune Beach, Atlantic Beach and the City of Jacksonville Beach and the City of Jacksonville (COJ). Design for the Penman Road Project is ongoing and approved to 30% completion. Also, the tentative schedule for the project is for the design phase to be completed by 2026 and the construction to begin as soon as early 2027. We anticipate construction duration to take approximately two years.
It is our goal to minimize and limit the need for additional right of way for this project. Currently, the design is funded to 30% plans to help identify these right of way needs.
The City of Jacksonville is funding the Penman Road Project. The City of Jacksonville (COJ) is partnering with the City of Jacksonville Beach and the City of Neptune Beach complete these improvements. The COJ is managing this project during design while closely coordinating these improvements with the three beach cities via consistent emails and city council meetings and public meeting.

Each intersection on Penman Road was evaluated for safety and operational improvements. The traffic study provides the results on the evaluation and insight on why the intersection improvement were determined. The roundabout configuration provides safer pedestrian movement by reducing the conflict points with vehicles and lowering vehicles speeds. Additionally, signage and flashing beacons will be installed at each roundabout crosswalk. A roundabout is recommended and will provide an improved capacity at the intersection with less delay versus waiting at stop signs and traffic signals. In addition, roundabouts increase capacity by 30-50% and provide fewer crashes (90% fewer fatalities and 75% fewer injuries).
We have included city first responders in providing commentary on these improvements. The center two-way turn lane will predominantly be preserved throughout Penman Road and pose no impacts to emergency vehicles at these locations. A roundabout has less points of conflict for an emergency vehicle to observe while negotiating the intersection. Coordination with first responders will continue to confirm that the roadway improvements meet the need for response times.
The predominant users of these crosswalks will be students walking/biking to school and beach goers. When crosswalks are widely spaced apart then pedestrians are more prone to jaywalk due to the inconvenience. All of the proposed crosswalks on Penman will have Rectangular Rapid Flashing Beacons (RRFB) to alert drivers when a pedestrian is using the crosswalk. There is one already near 15th Avenue. We believe the frequency of these crosswalks will help encourage pedestrians to use these features to safely cross Penman with the advantage of the RRFB alerting drivers of their presence.
The shared use path will act in concert with the crosswalks to provide a walking/biking corridor for school children and beach goers. Having this widened surface will provide connectivity for bicyclists and pedestrian to access the east side on Penman Road. The existing sidewalk on the west side of Penman will remain and be upgraded where needed to meet ADA criteria and this will provide walking surfaces on both sides of the road.
